How to set up automatic notification when entire column meets the criteria?
We are trying to build a monthly checklist with various tasks our team members need to complete. Some of these tasks need to be completed before another task on the checklist can be completed. Specifically, we need our users to upload their payroll cash batches into our accounting system before another user can populate and upload our payroll accruals. This user can only do this once all cash batches have been uploaded into our accounting system and is depending on verbal communication to confirm that everything has been posted.
I currently have the column set up as a drop down list that only has the options for No/Yes for completion. I would like it to notify this user once all rows in this column have been changed to "Yes" instead of getting a notification for each individual row.

Do you need anything else in the notification other than the fact each row is "Yes". If not, you could create a new sheet and use COUNTIF formula to count the number of "Yes" in the column and compare that with the number of rows. Using an IF you could check a box or something when the two counts match. Then use that as the trigger for your automation.
