Skype for Business - having issues with joining people in conversations

Skype for business has all been set up for us and I can see who is online, however when I try to open up a chat withsomeone it always shows the message, once I have typed in that they cannot join the conversation and they disappear in the window.  Is this normal?  Is this a Smartsheet thing or an IT department kind of thing?
