Dynamic View & Alerts and Actions

I have set up Alerts and Actions in my source sheet, but I have not shared the source sheet with process partners - instead, they have a Dynamic View I'd like them to look at instead.  Can Rules and Alerts apply to people who are not shared with the source data? I keep receiving emails about Invalid Recipients and I'm not sure how to fix that.

Yes, it can as long as the alerts & actions permissions are set to allow it.
