Outbound Links Monitor on sheets

Since there is a set limit to Outbound Links on a sheet (25 millions) and for core sheets that hold information used in multitude of other sheets this number can be reached easily, it would be good (for admins) to have a visibility over the current number of outbound links and start planning/implementing measures to decrease this number earlier on, before it's too late and the limit is reached, causing serious issues.

In our case, we have a few sheets that act as data source, one example being Project Register that holds many detailed information for each project and is vastly referenced. Should this become non-functional (due to the links limit being reached) rendering all other sheets relying on it non-functional too, we would get into serious troubles...
