Across my sheets I have various forms of conditional formatting. I need a legend on my sheets. Can Smartsheet add a tab or a button or something that describes what colors mean across the sheet?

Dynamic View accessibility
My colleague have created a dynamic vie of the Smartsheet and shared it with me and others. To access the Dynamic view, is it necessary to have a license of the Smartsheet? Or only having the access to that sheet will suffice? I'm getting attached error. Need assistance on this.
