Automated emails not sending attachments

I am having trouble with Smartsheets not sending not sending attachments. I have it currently set up where I have to approve it before the email gets sent out. Once I approve it I have a separate automation send an email to group 1 or group 2 based on which option they pick in the form. At first I was having trouble with it sending two rows at once and now it wont send the attachment. I have the email include the {{name}} so it will send one at a time. I have the automation start with approved or decline. I need it so it will send the attachment but only when there is one, sometimes one is not added. Please help!

Are the attachments attached to the specific row that is triggering the workflow or are the attachments attached to the sheet?

they are attached to the specific row. When someone fills a form out they might have to add an attachment if they do it attaches to only the row.

Attachments will only be included in the email alert if the Trigger for the workflow happens at the same time as the attachment is added to the row. Here's the Help Article with a note on this: Selecting what’s included in an alert or request

Is there a way to work around this issue? How could we send the attachments by email without needing to include them in the lines? Why the attachments will only be included in the email alert if the Trigger for the workflow happens at the same time as the attachment is added to the row?
