Don't allow editing of workspace permissions when sharing an individual item

Managing sharing at the item level is proving very confusing for people. When trying to share an individual item most users don't realize that they need to leave the Workspace level sharing entry there and add a 2nd entry for item level sharing. Instead, they keep changing the workspace level permission, thinking they they're just changing the item-level permissions.
When viewing the Sharing list for an individual item (sheet, report, dashboard), the workspace permissions either should not be displayed and they should not be editable.
