Shortcut & Hyperlink accessible to Non Smartsheet users

Creating Dashboard, Sheet to centralized all links to other sheet in a Workspace. I need non Smartsheet user to easily navigate from sheet to sheet to collect data from them.
My tasks:
- Creating Workspace out of a template.
- Publish sheet
- Insert hyperlink to freshly created sheet/Dashboard
- Share Master sheet to non Smartsheet users
Issues:
Having to publish and insert hyperlinks for non Smartsheet user to access. I would rather leverage the existing feature to use existing shortcuts to non smartsheet users.
Alternative: Save Publish Sheet links and generate new one when workspace is save as template to avoid having to republish everytime.
