Workspace Management: restrict creation

In an effort to manage our teams and to keep their projects grouped together, we have individual workspaces for each department. We want these users to have a license so they can create and manage their projects accordingly; however, we do not want them to have the ability to create ad hoc workspaces that our PMO or management team cannot see. This idea is to provide restriction capabilities that would allow us to restrict or grant the ability for licensed users to create workspaces.
