I have project plans that are shared with both internal and external people - is there a way to 'hide' some line items from external/nomiated people?

Its only possible to share an entire sheet with users (you cannot hide certain rows). If the users need a read only version of the data, you could build a report that pulls in only the data you want to share then publish the report. A published report gives anyone with the URL a read only view of the live data.
