Move row workflow not running

hello i have run into a problem where i have a workflow setup that automatically moves a row to another "Active" sheet when the decision column is set to active, and it works fine when i do it manually but i tried to add a vlookup formula to pull from another sheet that is filled from a form since you cant use forms to edit or add to existing rows. it changes to active in the decision column and i try save and refresh but it does nothing, the workflow only moves the row when i go into automations and run the workflow

Because you can't trigger it with a cross-sheet formula, it has to be date-based instead.
