Can external reviewer of proof download a proof

I have invited an external user to a proof, when they click on the email, the download option for the proof is not there, but they say they have had that option before. My guess is if they log into smartsheet (free user) and go to their notifications there and click to go to proof, it is indeed a different view with download version. As even with my full admin permissions my view is different from when I go from my email. Can someone help to confirm this for my so I can advise my customer how to download the proof as a free / external user?

The external reviewer will only see the Download option for the proof if the "Allow reviewer to download file" option is checked in the Invite Reviewers dialog box.

as a follow up to above, I do not want to invite them to the sheet, as mentioned they had this option and since I have permissions it's hard to test what is happening to someone without permissions. thanks in advance!
