How to apply table filter view to ONLY parent rows, but have child rows follow it?

Hi, I've watched number of training videos, specifically to set up PMO. I followed the instructions to download a template set, but it always adds it to a workspace, not the sheets folder. In fact if i download anything it adds it to a workspace, not sheets folder. What am I doing wrong?
