SCC Global Updates - Requires multiple rounds to process 100%, and even then still not 100%?

I’ve heard EU instance of Smartsheet requires a license of every user regardless of being the content creator or editor. I am also told that the US will be moving to that financial arrangement in 2026. Does this mean everyone will need a license in 2026 even if it is just to fill out a form.
